
Joseph Valentine
Joseph A. Valentine is a soil scientist and biologist who has 49 years of experience in public health and consulting relating to on-lot sewage and land development utilizing soil as a treatment media for land application of wastewater. Mr. Valentine has 11 years’ regulatory experience with a county health department and 38 years as a consultant. In addition to land application of wastewater, his expertise includes hydric soil and wetland delineations, stormwater infiltration studies and alluvial soil investigations. Mr. Valentine has been an adjunct soil instructor at Delaware Valley College/University from 1983 to 2022. Mr. Valentine was a member of a 10-year state funded on-lot sewage research project at Delaware Valley College. Mr. Valentine has been a member of the PA Sewage Advisory Committee (SAC) since 1995, which reviews all regulations or policies dealing with on-lot sewage in PA.
